Rob joined the League staff in 2012 and is responsible for advising municipal officials and employees from more than 450 member cities and towns, writing legal articles, addressing municipal officials, employees and attorneys on municipal matters and assisting with the League’s lobbying efforts. Rob came to the League with a strong background in election law after serving as the Elections Attorney with the Alabama Secretary of State’s Office for nearly five years where he provided legal information to public officials regarding election law and procedures as well as written and verbal communication to the general public and media. Rob also spent several years in private practice, specializing in civil litigation and appeals, and served as a law clerk with the Alabama Court of Criminal Appeals and the Alabama Fifteenth Judicial Circuit Court. 

Rob grew up in Prattville, Alabama. He received his B.A. degree from the University of Alabama in 1996 and his J.D. degree from Thomas Goode Jones School of Law in 2001. He is a member of the Alabama State Bar, the International Municipal Lawyers Association (IMLA), the Alabama Association of Municipal Attorneys (AAMA) and the Alabama State Bar Leadership Forum.

Outside the office, Rob is involved in church activities and is a member of a local civic club. He enjoys running, reading and sports.

Kaleb joined the League’s legal department as Associate Counsel in July 2022 and is responsible for advising municipal official and employees from more than 450 member cities and towns, writing legal articles and addressing municipal officials, employees and attorneys on municipal matters. Prior to joining the League, Kaleb worked for a law firm in the private sector which primarily represented and provided legal advice to municipalities and municipal officials. During his time in the private sector, Kaleb conducted extensive legal research on municipal liability issues and developed a strong foundational knowledge regarding municipal issues. Additionally, Kaleb spent a semester interning for the Attorney General’s Office Criminal Appeals Division which involved drafting appellate briefs on behalf of the State of Alabama.

Kaleb is originally from Smith Station, Alabama; however, he moved to Dadeville in the eighth grade where he would graduate high school. He earned his B.A. from Hamilton College in upstate New York in 2017 and his J.D. from Thomas Goode Jones Law School in Montgomery in 2021.

Outside the office, Kaleb and his wife, Bailey, enjoy playing tennis, visiting new places, going to the movies, playing with their dogs Lucy and Bear and spending time with their families.


Joseph Holley

Joseph Holley joined the League’s legal department as associate counsel in March of 2024 and is responsible for advising municipal officials and employees spanning more than 450 member cities and towns, drafting legal articles and advising municipal officials, employees and attorneys on municipal matters. Prior to joining the League, Joseph worked as a trial attorney with the Montgomery County Public Defender’s Office representing indigent clients who could not afford legal representation in the criminal justice system. During his tenure with the Public Defender’s Office, Joseph advocated for low-income clients within the 15th Judicial Circuit and cultivated relationships with city, county and state prosecutors, as well as district and circuit court judges along with their staff.

During his final year of law school, Joseph clerked for the Hill, Hill, Carter, Franco, Cole & Black, PC law firm, the Honorable Judge Monet Gaines, and the Jones School of Law Elder Law and Family Violence Clinics. Joseph’s passion and zeal for community involvement and public service led to him to being awarded the distinguished Alabama State Bar Law Student Pro Bono Service Award in 2021. 

Joseph is a Montgomery, AL native but graduated from Mount Diablo High School in Concord, CA. He earned his Bachelor of Science degree in business administration from Auburn University of Montgomery in 2003 and followed it up with a master’s degree in business administration from the same university in 2008. He then navigated a successful career in hospitality management spanning almost two decades managing Hilton and Marriott hotel brands. Joseph then pursued a law degree and graduated from Thomas Goode Jones School of Law in the Spring of 2021.

Joseph is a member of the Montgomery County Bar Association, the Alabama Lawyers Association and the Alabama State Bar. When away from the office, Joseph enjoys spending time with his nieces and nephews, family and friends, playing chess, traveling, listening to jazz music and watching movies.


Ashlen Nettles

Ashlen Nettles, a Montgomery native and Faulkner University graduate with a bachelor’s degree in legal studies, brings over a decade of legal experience to the Alabama League of Municipalities legal department. With a robust background as a paralegal and legal administrator, she served as the executive assistant to the mayor and city manager of Tuskegee, AL, gaining valuable municipality experience.

Ashlen's commitment to the community extends beyond her professional roles; she is passionate about fostering growth and positive change within the capital city. Her previous involvement as the administrative coordinator at Manufacture Alabama showcases her dedication to both associations and legislative matters.

Outside of her professional endeavors, she finds joy in traveling, inspirational content creation, and creating cherished memories with her husband Eric, their four wonderful children and three pups.
