Barry Crabb joined the League as its Deputy Finance Director in January 2020 and became Finance Director in July 2020. Barry has more than 30 years of experience in his field. He is a licensed Certified Public Accountant and holds a Bachelor of Science Degree from the University of Alabama. He began his career in 1983 with Ernst & Young, an international public accounting firm. He then worked for Weil Brothers Cotton where he served as Vice President and Chief Financial Officer. Prior to joining the League staff, Barry served as the Finance Director for the City of Montgomery where he spent six years providing management, control and administration of all fiscal operations of the City, including development of long-range financial planning. In his spare time, Barry has served as a board member and past treasurer for the Boys & Girls Clubs of the River Region. He is married to the former Marie Rene` (Rennie) Jordan.They have two grown children, Brent (Sarah) and Jordan (Hampton).  Barry enjoys golf, running and reading.

Richard Buttenshaw was named the Director of Financial Services for the Alabama League of Municipalities on June 2020 and oversees day to day operations as President of the Municipal Workers Compensation Fund (MWCF), the Municipal Intercept Services (MIS) program and the AMFund program as well as the Municipal Revenue Services (MRS) program administered by a third party partner.

Prior to being named President of MWCF in October 2022, Richard served as the Operations Manager from July 2016, Assistant Operations Manager from December 2014 and in the Loss Control Division for 11 years as AMIC/MWCF's South Alabama Loss Control Representative. He earned his Associate in Risk Management for Public Entities (ARM-P) in 2005 and was subsequently honored with an ARM-P Award for Academic Excellence in 2007. He also received his Certified Insurance Counselor (CIC) designation through The National Alliance in 2007. In 2010, he graduated 2nd in the Basic Claims Adjuster course offered through the Southern Farm Bureau Tech in Jackson, Mississippi, and in 2013, Richard achieved the prestigious Certified Safety Professional (CSP) designation from the Board of Certified Safety Professionals, a nationally accredited non-profit corporation that establishes standards for and verifies minimum competency in professional safety practice. Richard also took the lead for several important advancements in the Loss Control Division, including a dedicated Loss Control website (losscontrol.org), a specialized internal app used by each Loss Control Representative in their site report process and an innovative, online professional development/training program via LocalGovU with courses on a variety of risk management and safety topics.

Originally from England, Richard earned a B.S. in Computer Science from Kingston University in England and was employed by Logica UK, Ltd in London as an Analyst Programmer where he worked with various governmental agencies. He also spent eight years working throughout the United States and the Caribbean in the scuba diving industry. He and his wife, Amanda, reside in Montgomery.


Melissa Chapman

Born and raised in Selma, Melissa received a B.S. degree in Business Administration from Faulkner University in Montgomery in 1998. She worked in the banking industry for 15 years before staying home with her son a couple of years while working part-time for the League. In September 2012, Melissa joined the League full-time as the Accounting/Member Services Assistant where she provided support for the Member Services and Finance departments. In November 2016, she moved into a new position with the Finance Department to become the League’s Accounting Coordinator and was promoted to Accounting Manager in May 2018 for the League and for the Municipal Workers Compensation Fund.

Melissa currently resides in Prattville. She and her son, Tolan, are huge Golden State fans and enjoy watching NBA basketball. In her spare time, Melissa enjoys spending time with family and friends, watching Alabama Football and hanging out at the lake.


Barbara Alexander

Director of Human Resources

Barbara was born and raised in Birmingham where she received her associates degree in Business Administration from Rice College, and BA in Accounting from Birmingham Southern College (BSC). She relocated to Montgomery in 2007, where she worked as an HR Manager for three years before going to work on Maxwell AFB in an OA Manager and EEOC dual role. In 2011, she obtained her SHRM (Society of Human Resource Management) Certification through AUM’s Continuing Education program and her CPM (Certified Public Management) Certification in 2018, and is a member of the Montgomery chapter of Certified Public Managers. She joined the Alabama League of Municipalities in September 2017 as the Director of Human Resources, a role that reflects her HR and management experience. Barbara is also official royalty – she was named the honorable Lady Barbara Alexander of Great Britain in 2008.


Rachel Wagner

Born and raised in Montgomery, Rachel received a B.S. degree in Elementary and Special Education from Auburn University in Montgomery in 1995.  She joined the League staff in 1993 where she presently serves as the League’s Financial Services Assistant.  Rachel and her husband, Torrey, have two daughters Avery and Abbey and are active members of Vaughn Park Church of Christ.


Dana Buster

Dana grew up in Enid, Oklahoma, moved to the “tri-county” area of Alabama in 2000 and is currently residing in Prattville. She graduated from Southern Nazarene University in 1986 with a B.S. in Business Management. Dana joined the League in July 2017 as an Office Assistant and transitioned to the Finance Department in June 2020. In her free time, she likes to take walks, read, watch football and spend time with family and friends. She especially loves time spent with her three grandchildren.


Ken Gabehart

Facilities Manager

A native of Eureka, California, Ken served in the Air Force for 10 years before joining the civilian world. He attended the College of the Redwoods and Community College of the Air Force. Since 2006, he's served as the League's Information Systems Technician and Video Production Specialist where he is responsible for a variety of technical support duties related to the League's technology/telecommunication systems, including supporting and maintaining in-house computer systems, desktops and peripherals as well as developing and editing text and video programming/applications and operating video cameras and audio equipment.   

Ken serves on the Millbrook Civitan International board. He and his wife Pam and their two children attend Millbrook First United Methodist Church and enjoy family time watching and playing sports.
